1994年3月31至4月1日，时任福州市委书记的习近平莅访小福州诗巫。接待单位启德行东主拿督刘会干公司事忙，特由黄志渊陪同习近平参访诗巫两天。
黄志渊有机会当上这位日后成为超级强国首长的「礼宾官」，主要是因为在诗巫的众十邑领导中，普通话说得纯正的一位。习近平当时从福建宁德调任福州才三年，福州话听得没后来的明白，对南洋同胞带福州腔的普通话，听起来往往也不是那麽清晰，总要带三分猜测。
