陳明發《還有很遠的路要走》

上月5日在沙巴亞庇經歷了一次5.9級地震，及好幾回餘震；想起2009年在臺中弘光大學講課時，也遇上一次6級搖晃。

此次神山地震不幸死了18位爬山者/嚮導；但當地眾多原住民嚮導在地震後不顧個人安危，上山尋援其他失散的爬山者，有者因而犧牲了自己的生命。因為許多爬山客來自國外，這件事引起西方媒體大力報導，讓我們覺得做馬來西亞人很值得驕傲。

因為神山是杜順族的聖地，事故發生後，很多媒體（包括馬來西亞本身）才開始想到：我們對杜順族很陌生啊。我因為寫過關於神山（又名中國寡婦山）的組詩，有家媒體也要我針對他們的傳說講點話。此次事故讓我感覺到，做個“沾光式”的“驕傲的國民”還不夠啊，我們對自己的鄉土了解多少？馬來西亞內容、文創工作者還有很遠的路要走。（原載 10.7.2015《愛墾網》）

陳明發博士《治國方針下的地方創生》

有的友好告訴我，現在管鄉區事務的部門，又不歸華人部長管，難以展開地方創生工作。再說，到時很多原有選區，萬一給土著友黨拿去，做來幹什麼？

回歸主流，要有主流心態。過去有的政黨失敗，其中一個大要害，就是他們往往忽略了自己已在掌權，許多事情還是把自己當著是反對黨；與公務員對著幹、搞得關係特別惡劣。

即使是政治聯盟中的“小”夥伴，其實也可以是“關鍵少數”。這精神落實到“創造氣候”的實踐面，便要有這樣的認識與配合：即使是友黨做部長，他/她也有施政的“關鍵績效指標” （KPI）；包括在全民鄉區的整体概念下取得成績，以贏得更多的選民支持。

既然已經是同盟友黨，要怎樣配合？這需要一套創造合作氣候的行動；就算最後由友族出來做候選人，在盟黨精神下，平時累積好的社會資本，到需要動用時，就有助于拉回鄉親票。誰也不敢說：“沒有你們（華人）的票也會贏”。（如果真的是這樣，就是可有可無的少數，非“關鍵少數”矣）。

不過說回來，我們新一代候選人，真的是潛在的“治國人才”嗎，真的懂得政府是怎樣操作的嗎；從而找到切進去的空間？

勝利者創造機會，失敗者卻永遠有借口。這話很老套，不過還是很管用。

我個人素來這樣和地方創生夥伴互相勉勵。這裏的朋友覺得可行的，歡迎互相交流。
