至於網路犯罪事件的頻仍，與其單只依靠科技和倫理作為一種雙管齊下的防堵美學，或靜待犯例的積累和輿論緩慢形成共識，針對犯罪情境加以脈絡化處理而試圖防杜，不如採取艾絲特．戴森（Esther Dyson）在《版本 2.0》（Release 2.0: A Design for Living in the Digital Age）一書中對數位犯罪、隱私侵犯所作出的建議，以營利或非營利的商業機制（如 TRUSTe 和 P3）、小眾社群與公眾之眼的彼此監督與聯合規範機制（戴森，1998），以及網路立法與網路教育同時進行的多管齊下方式，或許更能打造一個自由平等的網絡地景，而非重新複製另一個國家機器式的新興霸權。
