元昊繼位不久，針對西夏國中新的形勢，吐蕃王角廝羅從宗河城轉移到青唐，以防西夏來犯。
現在，元昊不再擔心與宋大動干戈。首先要和暗通宋朝的吐蕃決戰，將其消滅後，就再無後顧之憂，然後一鼓作氣，吞並沙州。但是角廝羅和元昊都在等待時機，目前尚不會輕舉妄動。
