拉各斯是英國政府為進行戰爭宣傳與基層教育而在1939年成立的「殖民地電影隊」的主要中心。這個由威廉·塞勒斯領導的組織僱傭了一些高水平的技師。它除了致力於教育工作之外，還進行調查，調查結論認為，供非洲看的影片應該由非洲人來攝制。塞勒斯在1955年之后似乎達到了這一目標，他曾培訓了一批攝制電影與電視片的技術人員，這些人員后來在十幾個爭取獨立的國家里進行工作。1961年可能有一部長片由尼日利亞人自己攝制完成。但是，儘管擁有相當多的流動放映隊，這個非洲人口最多的國家（3500萬人）在1964年卻只有102家電影院。
