胡志勇：構建中國主動型海洋戰略迫在眉睫
中國在由一個傳統的陸權國家向海權國家轉型中，缺乏一個全面經略海洋的大戰略，構建主動型的中國海洋戰略迫在眉睫，而其核心利益在於南海。南海問題是中國國家發展戰略大局的一部分，直接影響到中國崛起的質量與時間。中國必須運用好各種資源與手段，力爭使南海問題的解決朝向和平且有利於我的方向發展。當前最需關註的問題是要打破美國在亞太地區針對中國的遏制，扭轉中國在該地區被動的困局。
如何最大限度地滿足國家大戰略的多種戰略需求，並使主權需求、發展需求、責任需求等內在性因素有機地統一與協調發展，成為中國構建和實施國家海洋戰略進程中所面臨的重要課題。…
