张庆信：备战旅游年拨款美化景点·张庆信促各州找出特色

（吉隆坡23日讯）为筹备2026年大马旅游年及促进国内旅游业发展，旅游部承诺援助申请拨款资金修复、提升和美化各州旅游景点，希望相关机构提交资助申请优先事项列表。

旅游、艺术及文化部长拿督斯里张庆信表示，本身日前与各州旅游业相关行政议员，包括州议员及官员进行交流，会上也讨论各州旅游业现况，探讨本土行业特色及促销价值，通过集思广益，以期整合旅游资源，造福当地居民。

“当中，旅游部承诺尽最大努力协助申请合理资源配置拨款改善景点设施，比如修复现已废弃的珍尼湖，希望相关机构提交拨款资助申请列出优先事项，以让这些需修复计划可以分阶段实施。”

玻霹甲旅游年

他今日在脸书专业帖文指出，上述讨论也涉及促使玻璃市、霹雳和马六甲旅游年活动取得成功筹办，以为2026年大马旅游年做好准备工作。

“旅游部通过此次会议交流，盼能更准确发现每个州属的景点特点，制定适当的改进计划及进行促销和宣传，让国际游客对大马景点的认识不仅限于吉隆坡或沙巴，相对的，马六甲、槟城等古城旅游区也将促进各州旅游经济作出贡献，将旅游经济全面发展全国各州。”

他说，彭亨、森美兰和吉打州是有潜力吸引游客的州属，如彭亨州的海滩、森美兰州的华人寺庙和吉打州的稻田，但由于交通、基础设施、宣传等条件有限，以致没有真正激发其旅游经济潜力。

“如果他们能够获得必要的资源来实施改造计划，肯定会吸引更多的国际游客。”

办更多国际化旅游活动

张庆信表示，除了鼓励与各地方政府合作举办更多大型活动，旅游部也将协助举办高水平或更多国际化旅游活动。

他说，这些活动包括皇家彭亨旗鱼国际挑战赛、马拉松赛事等、森美兰州的瓜拉庇劳西天宫、波德申的帆船和猫山王旅游配套等，以满足近年来的新旅游趋势，如极限运动、越野户外活动等。

“马来西亚旅游局还将派出更多来自各州的代表来推广和进行路演，鼓励各州旅游业者顺利与国际市场接轨，包括通过旅游部与国际电商平台的合作，推广旅游、艺术和旅游等相关国家文化。”

他说，本身将在农历新年后，前往相关州属进行勘察、考察，致力于根据现有能力提供协助和支持，包括各方面援助旅游业者特别是通过旅游部相关机构加强合作与宣传。（2024年01月24日 马新社）

賈涵珺[第7章]文化資產轉化為文化觀光產品之策略―以利物浦 The Beatles Story 為例

本文分為三部分，分別討論 Beatles 作為利物浦地方的文化資產、The Beatles Story 如何將 Beatles 這個文化資產包裝為文化產品，以及 The Beatles Story 如何使用此文化資產為目的地塑造品牌。以 McKercher 與 du Cros 提出的文化資產轉化為文化觀光產品之策略理論，討論 Beatles 這個歷史上的搖滾天團，如何由地方文化資產轉化為文化觀光產品，重新為故鄉在增添榮耀的同時，帶進實質的收益。The Beatles Story 重現 Beatles 的策略及方式，符合為資產編織神話、強調資產的他性、表現過去與現在的直接聯繫、使資產成為奇觀、使資產成為幻境，以及使體驗輕鬆有趣愉悅這六項指標。台灣的博物館若要成功地將文化資產以文化觀光產品的方式行銷，則可以參考此模型設計發展。最後並對 The Beatles Story 的發展策略提出檢討與建議。

Beatles 作為利物浦的文化資產

 誠如 Richards（1996, 2003）所言，文化所代表的是地方的獨特性。Beatles出身利物浦，在利物浦開始走紅，也與利物浦的人們共同建立了 1960 年代的集體記憶，自然屬於利物浦當地文化的一部份。

Beatles 在其作為一個搖滾樂團之際，已然是一種商品。他們的魅力及音樂作為商品，經由包裝行銷成為成功的藝人團體，紅遍歐美。經過時間的洗禮，Beatles 的經典音樂在人們心中歷久不衰，當時對 Beatles 的狂熱喜愛也轉為利物浦人對自身文化的驕傲，及世界各地的樂迷到偶像的發跡之地朝聖的動機。

將文化資產包裝為文化產品

Hughes（2002）認為，文化資源之轉換為觀光產品，對資源本身的保存而言有其益處，因為觀光的獲利可以讓文化資源免於消失。由此可見，將觀光作為文化商品的保存媒介，部分原因是因為觀光能夠為資產的保存帶進實質的收益。其中，文化觀光的發展對資產保存的又特別有利，因為文化觀光客通常教育水準較高且經濟能力較好，相對於一般觀光客來說於觀光消費也有較大的貢獻（Kapodini-Dimitradi, 1999; Richards ,1996; Smith,1989 etc.）。The Beatles Story 將文化資產商品化為文化觀光產品，不但能夠做到資產本身的保存，同時達到經濟上的效益，還能增進當地人民對地方文化的驕傲及認同感（Richards, 1996; OECD, 2009），下文將以 The Beatles Story 為例，分析 Beatles 對利物浦地方文化驕傲及認同感增進之效益。

（續上）將文化資產包裝為文化觀光產品，須符合六項要素：為資產編織神話；強調資產的他性；使資產成為奇觀；使資產成為幻境；以及使體驗有趣、輕鬆、娛悅（McKercher & du Cros, 2004）。本文乃參考此理論主張之將文化資產轉化為文化觀光產品所需之策略，分析 The Beatles Story 符合其理論架構的做法。

1為資產編織神話

Beatles 是一個樂團，若要做為文化資產行銷，必須將其地位提升到歷久不衰的神話。編織神話的過程包含了講述資產的故事，如此不但能吸引 Beatles本來的樂迷，也能吸引不了解 Beatles 的參觀者，在造訪博物館之後對其產生認同及了解。

 博物館將 Beatles 成名的過程編織成一個時間軸線上發生的「故事」，將他們當紅時期被崇拜的情景「神格化」，並賦予該現象特殊的地位及獨一無二的名稱 ‘Beatle Mania’。現象為名詞所建構的同時，該資產的神話也正式誕生。

塑造出神話的目的，並不是要讓資產之於參觀者產生如神般遙不可及的距離，而是要在塑造神話同時「示現神話」，也就是讓遊客能夠對於 Beatles 發生關聯。手稿、第一把吉他及團員鋼琴的展出，讓遊客更加增進與偶像接觸的「真實性」，無論所展出的展品是否是「客觀的真實」。語音導覽的敘述則讓不太熟悉他們的遊客能夠迅速進入狀況，體驗博物館所塑造的 Beatles 故事。

2強調資產的他性

資產的他性亦即相較於 其 他 資 產 的 獨 特 性 所在。The Beatles Story 的「他性」可分為不同於其他如東京、倫敦等地之 Beatles 相關博物館之處，與相較於其他紀念人物的博物館之不同。在利物浦的 The Beatles Story，擁有 Strawberry Fields 和 Penny Lane 等景點，當遊客在博物館中認識到了以這些街道地點為名的歌曲，更能夠對於資產產生連繫和認同。而博物館坐落的地點本身其實也是他性的要素之一，因為來到了Beatles 的發跡之地及團員的故鄉，除了能夠親身體驗歌曲的靈感來源地點，同時偶像本身的生長之地及故居等能夠加深遊客對於資產之體驗之附加價值，也是其他各地 Beatles 相關的博物館所沒有的資產。而相較於一般名人博物館只有照片、實物及告示牌的展現方式，The Beatles Story 更充分具有他性。

3表現過去與現在的直接聯繫

用圖片、聲音描寫眾人為之瘋狂的 Beatle mania 現象，與重現報導 Beatles 而將他們推上事業高峰的記者，則讓遊客了解到 Beatles 在 1960 年代當紅時期所擁有的人氣及魅力，比僅只有文字敘述的說明告示板更能令遊客體會到當時Beatles 站上世界舞台的重要轉捩點，產生穿越時間和空間的共鳴。博物館內也重現了 Beatles 成名前的表演場地 Casbah coffee club 、Mathew Street 街道當時的樣子以及走紅的 Cavern Club 舞台場景、 Beatles 在 1964 年首次前往美國表演所搭乘的機艙等。這些設施幫助遊客建立過去與現在的聯繫，讓未曾與Beatles 經歷過相同時空的遊客，在參觀的過程中彷彿穿越時空回到或去，以當時歌迷、Beatles 本身、甚至是他們的朋友和家人的視角，經歷了這一段情感的聯結，讓資產與遊客之間產生更親密的關聯。(下續)
