（二）規劃編制思路有偏差
現行的文化產業規劃模式奠基於計劃經濟時期，隨著經濟體制的市場化轉型，其弊病逐漸暴露無遺。我國各級“十一五”文化產業發展規劃的編制較多地延續了以往計劃經濟體制下的發展計劃生成模式。文化事業的計劃編制意識依然牢牢地紮根於規劃編制者的頭腦中。從目前一些地方制定的文化產業規劃看，編制機構對“文化事業”與“文化產業”之間關系的認識依然存在偏差，潛意識裏仍然認為文化事業與文化產業的關系是簡單的主從關系，文化事業的重要性遠遠高於文化產業，文化產業只能依附於文化事業而存在。由於文化事業與文化產業關系認識存在誤區，並且，中國的文化產業發展迅猛、數據滯後，研究成果不足以支撐政府部門的決策，政府部門不得不使用早已習慣的計劃經濟的思維模式規劃文化產業，導致文化產業規劃被淹沒在文化建設（發展）規劃中，籠罩在文化事業規劃的光環之下。…
