黄偉宗：持續發掘海上絲綢之路文化，全方位發揮海洋文化軟實力
最近公布的《中共中央關於全面深化改革若干重大問題的決定》中提出的“建立開發性金融機構，加快周邊國家和區域基礎設施互聯互通，推進絲綢之路經濟帶、海上絲綢之路建設，形成全方位開發格局”的要求（下稱“中央決定要求”），對我啟發很大，觸使我回顧了從1992年被聘任為省政府參事至今20年來，在省政府參事室黨組領導和大力支持下，偕同一批來自中山大學、華南理工大學、省作協的多學科專家學者，在進行珠江文化研究的同時，研究開發海上絲綢之路的進程，從而進一步體會到中央的決定和要求具有深厚重大的歷史和現實意義，具有高瞻遠矚的發展戰略意義，特提供調研報告和建議如下。
