苑基榮 黃培昭 ：印歐經濟走廊，「大買賣」還是「畫大餅」？
二十國集團領導人新德里峰會2023年9月10日落幕後，國際輿論圍繞美印試圖打造一條「現代香料之路」、並以此擠壓或替代中國「一帶一路」的議論持續不斷。美國、印度、沙特和歐洲多國領導人在峰會期間的一場邊會上簽署諒解備忘錄，宣布將共建「印度—中東—歐洲經濟走廊」（簡稱「印歐經濟走廊」，英文縮寫IMEC）。這項擬議中的大型基礎設施項目將通過鐵路與海運網絡，連接南亞與海灣地區的東部走廊、中東與歐洲的北部走廊。不過，這個意圖改變地緣政治和經濟的跨地區項目，因為規模過於龐大、參與國心態各異而面臨諸多挑戰。這條雄心勃勃的走廊會成為美國總統拜登聲稱的「大買賣」、印度總理莫迪描述的「合作、創新與共同進步的燈塔」嗎？還是會像一些國際媒體擔心和中東學者嘲諷的那樣，只是替代美印之前的設想和「畫餅充饑」，最後草草收場？
