姚其騮《檢討新加坡教育製度》
最近報章上報道中國“關於進一步減輕義務教育階段學生作業負擔和校外培訓負擔的意見”（簡稱“意見”），照我的理解，所謂義務教育階段就是中小學階段，應該由教育部負責，不應該牽涉到私營領域。如果有的話，這些培訓機構必須登記為非盈利機構。
“意見”也禁止所有校外培訓機構在中國國家法定節假日、休息日及寒暑假期組織學科類培訓。
除了針對校外培訓行為，“意見”也提出要全面壓減作業負擔，鼓勵學校在課余時間向學生提供興趣類課後服務活動等。
中國政府這次對校外培訓行業祭出重拳，是因為過度輔導會令青少年苦不堪言，也令家長背負了沈重的育兒成本；它還被認為妨礙了國家提高生育率的目標。…
