黨的十七屆六中全會提出，加快發展文化創意、數字出版、移動多媒體、動漫遊戲等新興文化產業。國家“十二五”規劃綱要也明確要求，推進文化產業結構調整，推進文化產業轉型升級。為此，必須大力發展文化創意產業，加快轉變文化產業發展方式，進一步解放和發展文化生產力，推動文化產業又好又快發展。
