難民則恰恰是「無地方」之人。追述難民產生的歷史，便可知，外國人身份和跨界移動是難民的兩大特征。對於難民的接收國來說，有必要將他們識別出來，確定他們的身份，以有別於自己的國民，然後再對其進行管理。由於眾所周知的原因，難民失去了他們的地方，成為流離失所之人，為了尋求生存，他們不得不到別的國家，別人的地方去分得一杯羹，因此難民也就成了焦慮、危險、他者的代名詞，本書作者認為從地方的角度審視會發現地方在難民的建構上扮演了許多角色。在隱喻層次上，地方使我們對移動產生懷疑；在法律層面，地方使我們得以定義難民；在歷史層面，國族這種地方的建構，則使得身為外國人的難民有可能存在(p. 195) [8]。…
