Phronesis

[iCONADA Research Team] Dr.Tan Beng Huat: CCI’s Role in Shaping the Future of the Maritime Silk Road

Dr.Tan Beng Huat’s involvement with the Maritime Silk Road (MSR) and the Cultural and Creative Industries (CCI) represents a strategic bridge connecting transnational history, regional economic diplomacy, and community-driven cultural development. Rather than treating the 21st Century Maritime Silk Road purely as an infrastructure or logistics initiative, Dr. Tan reimagines it through the lens of identity, narrative, and "experiential economy". [1, 2, 3, 4]

His specific contributions and methodologies in this domain can be analyzed across several key areas:

Pioneer in Institutional Silk Road Diplomacy

Dr. Tan was a visionary in establishing formal platforms to dissect the intersection of culture and trade in East Malaysia: [1]

Founding Leadership: Between 2015 and 2019, Dr. Tan served as the founder and pro-tem president of both the Sabah Maritime Silk Road Society and the Malaysia Maritime Silk Road Research Society. This was notable for being the first group of overseas civil organizations specifically targeting MSR frameworks through a distinct South China Sea cultural perspective. [1, 2, 3]

Policy and Local Alignment:
He fiercely advocated that for a region like Sabah to truly benefit from bilateral funding or trade networks (such as China's cross-border initiatives), it must master its "internal capabilities" (内功). To him, this meant local sectors—particularly tourism, education, and heritage—needed to form a well-coordinated narrative strategy to anchor international interest. [1, 2]

  1. Formulating the "South China Sea & Borneo" Narrative

Academically, Dr. Tan rejects the binary opposition of "Inland vs. Maritime" history. He repositions Borneo as a critical historical node of the Austronesian migration and the ancient Maritime Silk Road. [1]

Rewriting the Regional Story: Through his public lectures (such as the prestigious "Ceramah Di Bawah Bayu / Land Below the Wind" forum hosted by the Confucius Institute at Universiti Malaysia Sabah), he champions localized storytelling. He explores how to repackage Sabah's maritime history to capture post-pandemic tourism and community revitalization. [1, 2, 3]

Literary and Cultural Compilations: His extensive field research in rural towns and remote schools (referred to as pian xiang or hinterlands) culminated in localized cultural mappings, captured in specific MSR-themed regional publications like "Min Xiang Qin · Hai Si Qing" (民相親·海絲情 — People-to-People Closeness, Silk Road Affection). [1]

  1. CCI Framework: Culture as "Poetic Competitiveness"

Dr. Tan’s approach translates heritage directly into modern commercial and social capital through the Cultural and Creative Industries: [1]

The "South China Sea East Fence" (南海東籬): For the milestone 50th anniversary of Malaysia-China diplomatic relations, Dr. Tan introduced the creative philosophy of Poetic Competitiveness. He advocates that true economic value on the Silk Road comes from soft power—turning intangible cultural assets (like local folklore, traditional food aesthetics, and regional identity) into high-value experiential products.

Digital Integration via Iconada.tv: Using his digital platforms, Iconada.tv (愛墾網) and Cerita2 Malaysia (叙叙吧), he actively trains local creatives and small-town enterprises to weave ancestral Silk Road history into modern content marketing. [1, 2]

Ultimately, Dr. Tan Beng Huat’s MSR-CCI blueprint demonstrates that a nation's ultimate resource on the global stage is not just its physical ports, but its capacity to transform historical narratives into sustainable, community-led economic engines. [1, 2]

A formal APA-style (7th edition) bibliography
