鄭永年：如何讓絲綢之路不只是紙上談兵
絲綢之路不能僅僅停留在宏觀的設想，口號式的政策更是不可行。絲綢之路要成功，既要搞清楚要做什麼，更要搞清楚怎麼做。
2008年開始的全球性金融危機，既是全球性經濟結構失衡的結果，也繼續惡化著全球經濟結構。全球經濟到今天並沒有恢復過來，很多經濟體仍然處於低迷停滯的狀態。另一方面，盡管中國經濟也進入了“新常態”，即中速發展階段，但這只是對中國自己過去的高速發展而言——和世界上其他經濟體相比，中國的發展仍然是高速的。
實際上，在中國經濟總量已經超過10萬億美元之後，很難再有過去那樣的高速發展。保持中速增長，仍然可以對世界經濟產生巨大影響。更為重要的是，中國自改革開放以來所積累的發展經驗及其發展能力，已經為中國提供了一個歷史機遇，來實行全球經濟再平衡戰略。可以預見，在今後相當長的一段時間裏，絲綢之路會成為這一戰略的主要推動力，也是中國可持續和平崛起戰略的重要而可行的“抓手”。…
