[愛墾研創]日本「地方創生 2.0」
「地方創生 2.0」是日本政府在經歷 2014 年起第一個十年的「地方創生 1.0」政策後，針對人口減少及「東京一極集中」等未解課題，於2025年起全面啟動的新十年國家級戰略計畫。此政策由內閣總理大臣石破茂親自領軍成立的「新地方經濟生活環境創造本部」推動，其核心精神從過去 1.0 時代「防守型的人口爭奪戰」，正式轉向「與人口減少共存，打造高附加價值、重視數位轉型的自立型地方社會」。
以下盤點「地方創生 2.0」的核心主軸與變革
一、 核心戰略轉變：從「盲目搶人」到「適應人口減少」1.0 時代的痛點：過去十年（2014–2024）的政策雖然催生了移居潮，但整體而言，並未能翻轉人口持續往東京圈集中的大趨勢，偏鄉甚至陷入各個自治體互相「搶奪有限人口」的內耗。…
