In Malaysian secondary education, Higher-Order Thinking Skills are officially known as KBAT (Kemahiran Berfikir Aras Tinggi). Driven by the Malaysia Education Blueprint (PPPM) 2013–2025, the Ministry of Education integrated HOTS/KBAT across the secondary school ecosystem to shift students away from rote memorization toward international benchmark standards. The relationship between HOTS and Malaysian secondary education is structured around three primary pillars: [3]

1.Curriculum Reform: KSSM

Malaysia phased out the old secondary curriculum (KBSM) and fully implemented the KSSM (Kurikulum Standard Sekolah Menengah). [3]

Under KSSM, learning standards for every subject are explicitly designed to target high-level cognitive processes.

Subjects require students to reason, reflect, solve problems, make decisions, and innovate rather than just repeat facts. [3, 4]

2. Pedagogy and Classroom Practices

To cultivate KBAT, teachers are trained to pivot from teacher-centered lecturing to active student engagement. [3, 5]

Thinking Tools: Secondary classrooms heavily utilize visual aids like i-THINK maps (8 specific types of thinking maps, such as bubble and flow charts) to help students organize thoughts logically. [3, 5]

Instructional Methods: The Ministry promotes student-centered pedagogies, including Inquiry-Based Learning, Problem-Based Learning (PBL), and STEM projects. These methods encourage students to analyse and evaluate real-world scenarios. [5, 6]

3. Assessment Transformation: The SPM Examination

The most direct impact of HOTS on secondary students is felt in the Sijil Pelajaran Malaysia (SPM) national examinations taken in Form Five. [7]

Exam Composition: The Ministry overhauled the examination board (Lembaga Peperiksaan) format to ensure that up to 50% of questions in SPM are KBAT-based. [7, 8, 9]

Question Style: Instead of direct textbook recall, SPM questions feature unseen contexts, graphs, case studies, or moral dilemmas. Students must apply their knowledge to novel situations to earn marks. [8, 9]
