[ICONADA RESEARCH TEAM ] Policy Proposal: Transforming Secondary Education in Malaysia for the AI Era

[ICONADA RESEARCH TEAM ] Policy Proposal: Transforming Secondary Education in Malaysia for the AI Era ── A Pilot Project Centered on "AI Smart Navigation" and "Local Anchors"

1. Policy Background and the Urgency for Transformation

The rapid advancement of Generative Artificial Intelligence (AI) demands a fundamental paradigm shift in the national education system. Traditional secondary school models—which heavily emphasize rote memorization, information accumulation, and standardized testing—are becoming obsolete, as AI can handle "left brain" tasks (data analysis and organization) much faster and more accurately.

The Ministry of Education Malaysia (MOE) must take proactive measures to shift the focus of education from "delivering existing knowledge" to nurturing "higher order creativity, critical thinking, and humancentric values" that cannot be replicated by machines.

Therefore, this policy proposes a Pilot Project inspired by the practical model of "iconada.tv" platform. Founded by Dr. Tan Beng Luan (陳明發博士) 17 years ago, this platform has long championed the creative economy, cultural heritage, and local agro-industrial studies. This model will be adapted into a contemporary blueprint to build a futuristic education system in Malaysia that balances high technology with deep humanity.

  1. Core Educational Philosophy: Navigation and Anchors

The core framework of this pilot project is built upon the formula: "AI Smart Navigation + Local Anchors = Higher Order Creativity":

2.1. AI Smart Navigation: Core academic subjects (such as Mathematics, Science, and Languages) will be delegated to AIpowered personalized learning platforms. AI will diagnose and teach according to each student's pace (Mastery Learning), thereby freeing up a significant amount of physical classroom time.

2.2. Local Anchors: The newly freed classroom hours will be used to take students
outside the school walls. Students will anchor themselves in "local community networks" and "local agroindustrial studies," applying their minds to solve realworld problems in the physical environment.

  1. Specific Implementation Plan for the Pilot Project

3.1 Curriculum Restructuring: CrossDisciplinary "Local Industry" Projects

Policy Initiative: Introduce "Local AgroIndustrial and Cultural Studies" as a mandatory or elective project component in pilot schools.

Execution Method: Guide students to use AI tools (such as ChatGPT, Midjourney) as assistants to research traditional industries, cultural heritage, or ecological issues surrounding their schools (e.g., old town heritage conservation in Melaka, paddy field ecosystems in Kedah, or traditional handicrafts in Johor).

Primary Objective: Train students in the skill of asking strategic questions (Prompting) to AI, verifying factual authenticity, and utilizing AI to structure innovation strategies that revitalize the local economy and culture.

  1. Textbook and Content Revolution: Digital Literacy via "Human Curation"

Policy Initiative: Break away from the total dependency on a single textbook and foster students' "autonomy of thought."

Execution Method: Referencing the highimpact content curation model of Iconada.tv, students will pivot from being "passive consumers of digital content" to becoming "cultural curators." Students will use AI to filter massive amounts of data regarding a local issue, but the final value judgments, ethical reflections, and emotional expressions (such as producing documentaries, short films, or community bulletins) must be driven strictly by human intellect.

  1. Teacher Role Transformation: Elevating into "Character Leadership"

Policy Initiative: Overhaul teacher training and evaluation mechanisms within the pilot schools.

Execution Method: Teachers will no longer act as absolute information purveyors on stage; instead, they will transition into Facilitators and learning coaches.

Key Performance Indicators (KPIs): The role of teachers will shift from grading standardized answers to evaluating students' crosscultural communication skills, teamwork abilities, and ethical standards. This completes the evolution from mere "information delivery" to "character leadership."

  1. Expected Policy Outcomes and Local Impact

6.1. Bridging the Digital and Urban Rural Divide: Through the local industry model, rural schools do not need to compete in terms of expensive hardware infrastructure. Instead, they can utilize their unique "local cultural assets" as anchors and leverage AI to gain equitable access to global intellectual resources, achieving true educational equity.

6.2. Nurturing Higher Order Creative Talents: In the AI era, students with strong cultural empathy and "rightbrain" creativity will be the most competitive assets in the workforce. This project actively prepares the next generation of pioneers to drive Malaysia’s digital economy and creative industries.
